UN report: Israel's targeted killings of Gaza children amount to genocide

Systematic attacks on kids, not collateral damage

The United Nations dropped a bombshell Tuesday: Israel deliberately targeted Palestinian children in Gaza, and that constitutes genocide. Not war crimes. Not disproportionate force. Genocide.

After an 18-month investigation, a UN fact-finding mission concluded that the Israeli military's pattern of airstrikes on schools, playgrounds, and residential buildings was no accident. The report, obtained exclusively by Al Jazeera, details 147 specific attacks that killed or maimed children. In each case, the mission found no military target within 500 meters.

“This was not collateral damage. This was policy,” said Fatima Bensouda, the mission’s lead investigator. “The evidence shows orders were given to target areas where children gathered.”

The numbers are staggering

Between October 2023 and March 2026, more than 19,000 Palestinian children were killed in Gaza. That’s one child every 37 minutes. The UN report focuses on a subset: 3,200 children aged 2 to 17 who died in attacks the mission classified as “direct and deliberate.”

Take the Al-Nuseirat school bombing. November 18, 2024. A single missile hit a classroom during morning lessons. 43 children dead. The Israeli military claimed a Hamas commander was inside. The UN found no evidence. No weapons cache. No tunnels. Just dead kids.

Or the al-Qarara playground strike. March 2025. A drone fired two missiles at a swing set. 12 children killed. The military’s explanation: a “misidentification.” The report notes the playground was visible from satellite imagery for five years. No military activity ever recorded there.

“When you systematically destroy the places children live, learn, and play, it’s annihilation of the next generation. That’s the definition of genocide.” — Fatima Bensouda

Legal definitions matter

Under the Genocide Convention, genocide requires “intent to destroy, in whole or in part, a national, ethnical, racial or religious group.” The UN report argues that targeting children — the most vulnerable members of any group — demonstrates intent to destroy the group itself. It’s not about killing a few kids. It’s about making sure there’s no future for Palestinians in Gaza.

The report cites statements by Israeli officials. Defense Minister Yoav Gallant, in October 2023, called Palestinians “human animals.” Prime Minister Benjamin Netanyahu invoked the biblical story of Amalek: “Remember what Amalek did to you.” That’s a call for total annihilation. The UN says these statements, combined with military targeting of children, meet the legal threshold.

Israel rejected the findings. “Another biased, anti-Israel report,” said Foreign Minister Israel Katz. “The IDF is the most moral army in the world.” He pointed to Hamas’s use of human shields. The UN mission says they investigated every claim of human shields and found no evidence in the 147 cases. None.

What comes next

The UN report will go to the Security Council. But let’s not pretend that matters. The US has veto power. Washington has blocked every resolution critical of Israel. This one will be no different.

The International Criminal Court could issue arrest warrants. But the ICC has no enforcement mechanism. Israel doesn’t recognize its jurisdiction. Neither does the US.

So what’s the point of the report? For the families of those 19,000 dead children, maybe it’s about history. About putting on record that the world knew. That the killing was not an accident. That someone, somewhere, called it what it was.

But words don’t bring back the dead. And the bombs keep falling.

We will see if the Security Council acts, if the ICC moves, if the US changes its stance. History suggests no. The children of Gaza are already ghosts. The UN just gave them a voice.
